The Hitchcock Independent School District Board of Trustees met at a Regular meeting on Tuesday, March 20, 2007, at the Boardroom/Conference Facility located at 8004 North Railroad, Hitchcock, Texas.  President Pat Turner called the meeting to order at 7:05 PM.

 

Present:                      Pat Turner, President; Ted Robinson, Vice President; Estelle                                        Holmes, Secretary; Monica Cantrell, Member; Tom Ivey, Member

 

Absent:                       Mark Morgan, Member; Jimmy Anderson, Member

 

Others:                        James L. Knapp, Interim Superintendent; Gerald Hughes,                                                          Technology Director; John Montelongo, Hitchcock High School                                                 Principal; Randy Dowdy, Crosby Middle School Principal

 

Call to Order              Pat Turner, President, called the meeting to order at 7:05 PM;                                      announced the presence of a quorum and stated that the meeting                                            had been duly called and the notice had been posted in the manner                                  prescribed by law.

 

Pledge of Allegiance

                                    Pat Turner, President, led the members of the Board of Trustees                                              and patrons in the Pledge of Allegiance to the United States flag                                              and the Texas flag.

Consent Agenda

                                    A motion was made by Estelle Holmes and seconded by Jimmy                                               Anderson to approve the Consent Agenda as presented below and                                         as recommended by the Administration:

7.      Change to local board policy DEA:  Compensation and Benefits:  Salaries, Wages, and Stipends to define the workweek as 12:00 AM Monday until 11:59 PM Sunday.

Kids First Head Start Monthly

Report for month ending

February 20, 2007

                                    The Kids First Head Start Monthly Report for month ending                                                        February 28, 2007, was presented to the Board for their review and                             information.

 

Dual Credit—College of the

Mainland

                                    Principal Montelongo presented a report to the Board about                                                      becoming a dual credit high school stating:

1.      Students receive college credit for passing the course.

2.      College credits earned are guaranteed to transfer to any Texas University

3.      Students can graduate with more high school credits

4.      They can graduate from high school with 30 college credit hours and begin college as a sophomore.

5.      The expense is dramatically less than normal college expenses

6.      There is no cost to the district.

 

3rd & 5th grade TAKS

Reading Test Results

                                    The 3rd and 5th grade TAKS Reading Test Results for First                                                        Administration February 20, 2007, were presented to the Board for                                         their review and information.

Consider approval of 2007-2008

Food Service Contract

                                    A motion was made by Estelle Holmes and seconded by Tom Ivey                                           to approve the extension of the Food Service Management                                                       Agreement with Chartwells for the 2007-2008 school year, which is                                          the fourth year under a five-year contract, as presented and as                                           recommended by the Administration, subject to final negotiation of                                            the amount guaranteed return for the 2007-2008 school year.

 

                                    Motion carried with all in favor.

Approval of Certification of

Unopposed Candidates and

Adoption of Order of Cancellation

A motion was made by Estelle Holmes and seconded by Ted Robinson to pass an order declaring Shirley Price elected to office, and to adopt the Order of Cancellation with the following motion:  “The members of the Board of Trustees do hereby declare Shirley Price, unopposed candidate for Single Member District 2 elected to office, and to adopt the Cancellation Order to cancel the May 2, 2007, election.”  A copy of the Cancellation Order will be posted on Election Day at each polling place that would have been used had the election not been cancelled.

Proposed changes to local board

Policy EIC and EIF and approval of

the revised HISD Grading Guidelines

                                    A motion was made to approve the changes to the HISD Board                                                Policies EIC (LOCAL) and EIF (LOCAL) and Hitchcock ISD Grading                           Guidelines as presented and as recommended by campus and                                                district administrators.

 

                                    Motion carried with all in favor.

                                    Tentative dates of June 5 or June 7 were set for Team Building with                             Dr. Bob Thompson.  Ms. Taylor will contact Dr. Thompson.

                                    President Pat Turner called the members of the Board of Trustees                                           into closed session at 7:49 PM for the purposes permitted as                                       authorized by the Texas Open Meeting Act, Texas Government                                           Code Section:

o       Discuss the employment of a Business Official for the remainder of the 2006-2007 school year and for the 2007-2008 school year

o       Discuss the employment of a new teacher for the remainder of the 206-2007 school year and for the 2007-2008 school year

            NEW HIRES

 

            Motion 1         A motion was made by Estelle Holmes and seconded by Tom Ivey                                           to employ Jeanne Conway as Business Official under a Non-Chapter                                          21 One-Year Contract for the remainder of the 2006-2007 school year                                             and for the 2007-2008 school year, as presented and discussed in                                      executive session. 

 

                                    Motion carried with all in favor.

 

            Motion 2           A motion was made by Estelle Holmes and seconded by Monica Cantrell                                       to employ Elaine Thompson as an Occupational Therapist under a                                                 Non-Chapter 21 One-Year Contract for the 2007-2008 school year, as                                       presented and discussed in executive session.

 

                                    Motion carried with all in favor.

 

            Motion 3           A motion was made by Estelle Holmes and seconded by Ted Robinson,                                        Jr., to employ Brandon Bass as a Special Education Inclusion                                                         Teacher under a One-Year Probationary Contract—Teacher with                                                      Certification Addendum for the remainder of the 2006-2007 school year                                      and for the 2007-2008 school year.

 

                                    Motion carried with all in favor.

 

            REASSIGNMENT

 

                                    A motion was made by Estelle Holmes and seconded by Monica Cantrll                                         to employee James L. Knapp as Transition Coordinator under a Non-                                             Chapter 21 Contract beginning April 1, 2007, until either party terminates                                               this Agreement with or without cause upon providing ten (10) days written                           notice, as presented and discussed in executive session.
