SETTING THE RECORD STRAIGHT: HITCHCOCK ISD FINANCIAL TRANSPARENCY & ACCOUNTABILITY

Our Commitment to Transparency

Hitchcock ISD is committed to providing clear, accurate information about our finances, operations, and decisions that affect students, staff, and the community. This page serves as a standing resource where we address common questions, correct misinformation, and explain the facts behind key district actions in one central location.

We encourage families, staff, and community members to use this page as a first stop when they hear rumors, see misinformation online, or simply want more context about what is happening in Hitchcock ISD.

Key Topics

Use the sections below to learn more about major topics that often generate questions. Each topic includes a brief overview and links to more detailed information.

1. District Finances and Corrective Actions

Hitchcock ISD has operated in a corrective management mindset since September 2025, taking systematic, proactive steps to address past financial and operational challenges. We are partnering with TEA through the established corrective action process and are committed to full legal compliance, strong internal controls, and long‑term fiscal stability.

  • Learn more: Monthly financial reports, audit information, and corrective action updates are available on our Financial Transparency pages.
  • Questions about district finances may be directed to the Business Office or Superintendent’s Office (contact information below).

2. Reduction in Force (RIF) Due to Program Change

Hitchcock ISD is implementing a Reduction in Force (RIF) due to program changes to address past budget imbalances and prevent a projected $1.5 million deficit for the 2026–2027 school year. The Board has approved resolutions declaring a RIF due to program change and identifying affected employment areas, and the district is following Board Policy DFFB(LOCAL) throughout this process.

Key points for families and staff:

  • The RIF responds to financial realities and program changes so that personnel and program expenditures do not exceed projected revenue.
  • The focus is on employment areas and positions, not on targeting individual employees.
  • The district is working to protect core academic programs and maintain the quality of instruction for students.
  • A clear timeline, employee protections, and frequently asked questions are provided on our dedicated RIF information page.

3. Balance Between Transparency and Operations

Hitchcock ISD welcomes accountability, transparency, and community engagement, and we provide extensive public information through board meetings, reports, state-required postings, and resources like this page. At the same time, we must balance document requests and one‑off inquiries with the need to devote staff time to revising policies, strengthening financial controls, planning future budgets, and implementing corrective actions.

If Hitchcock ISD were not in compliance with its legal obligations, TEA would already have exercised its intervention authority under state law. Our goal is to continue correcting past issues while keeping the district running efficiently for students and staff.

4. How to Ask Questions or Raise Concerns

We want community members to feel informed and heard. If you have questions about district operations, finances, or recent decisions, you are encouraged to:

  • Attend Board of Trustees meetings, where financial reports and district updates are presented publicly and the community may participate in public comment. Please note: during public comment, the Board of Trustees is not legally permitted to engage in dialogue or respond to speakers.
  • Review monthly financial and corrective action reports posted online.
  • Submit questions or concerns to district administration by email or by requesting meeting time with the Superintendent.
  • Engage constructively in the democratic process

As common questions arise, we will continue to update our FAQs and add new topics to this page so that “Setting the Record Straight” remains an up‑to‑date resource for our community.

Our Mission Continues:

Hitchcock ISD remains focused on ensuring every student receives a high-quality education in fiscally responsible, legally compliant schools, and we will continue this work with integrity and transparency. Our doors remain open, our board meetings are public, and our commitment to students is non-negotiable.
